DRILLING LOGISTICS OFFICER (MARINE COORDINATOR)

Working location: Vung Tau Supply Base.

Main Accountabilities and Responsibilities:

  • Manage Jetty Operations with respect to Loadouts and Backloads of Marine Supply Vessels.
  • Ensure all operations are carried out in a safe and efficient manner.
  • Ensure that all equipment and materials requested to be transported offshore are accounted for and loaded.
  • Manage bulk transfers of MGO, Pot Water, Brine, Cement etc.
  • Ensure all RN HSSE Policies and Procedures are followed at all times.
  • Act as the main focal point between Vessels Operations, Service Companies for Bulk and Rental Equipment loading and RN Drilling Logistics.
  • Organise Contractor Mobile Plant as required and ensure all plant is fit for purpose.
  • Ensure all Lifting Gear is of a suitable rating and in certification prior to carrying out Lifting Operations.
  • Complete Manifests and packing lists accurately and ensure they are transmitted to Materials Coordinator onshore and offshore and hard and soft copies filed.
  • Ensure that all Dangerous Goods are packed and handled in accordance with appropriate IATA/IMDG regulations.
  • Will be required to work on an on call basis 24/7 as the operation requires.
  • Ensure marine vessels operates according to operating CODEs.

Qualifications & Experience:


  • 10 years of experience in logistics and material management in Oil & Gas Industry.
  • Sound Knowledge of drilling materials.
  • Experience in Jetty Operations including managing major loadouts and bulk transfers.
  • Good communication skills and knowledge of local contractors operations.
  • Manifesting experience.
  • Rigging and Lifting experience and qualification.
  • Familiar with carrying out risk assessments, JSAs, issuing Permits to Work and Toolbox talks.

ADMIN HELICOPTER COORDINATOR


Working location: Vung Tau Supply Base

Main Accountabilities and Responsibilities:

  • Maintain Passenger Database, plan flight schedules and book all flights required
  • Arrange and coordinates all flights to and from Vung Tau/Offshore Facilities
  • Maintains links with Drilling rig, HCMC and Lan tay as required and all Contractors to ensure that all relevant information is available for all passengers travelling offshore.
  • Ensures that all passengers accepted for check-in and flight have the requisite documentation as per Rosneft Aviation Policy document and Rosneft’s helicopter operations procedure
  • Ensures that Rosneft’s aviation policy is strictly adhered to at all times
  • Arranges with Contractor for the relevant Immigration Police Boarding Passes, as and when require. Maintains a record of the validity dates to ensure that crew change personnel are always in possession of a valid Immigration Police Boarding Pass.
  • Maintain Database for all imports and re-exports for Drilling VTSB.
  • Handle the work of telephone operator and office receptionist: receive and transfer the calls, make sure all guests register in Guest Logbook...
  • Handle all correspondence in and out of the Drilling Vung Tau Supply Base, ensuring that all correspondence are registered, copied and filed in the appropriate files and archived. Maintain "clean desk" environment. Ensure all redundant documents are shredded.
  • Handle Drilling VT SB filing system. Ensure to file all documents in appropriate folders and keep filing system in order.
  • Contact with DHL for sending goods or material samples to overseas
  • Coordinate Hotel and travel arrangements for staff and visitors when requested.
  • Translation of documents, English to Vietnamese and vice versa when required.
  • Maintain stationery store and ensure adequate stocks available at all times.
  • Maintain Petty Cash Fund and ensure invoice/payment settlement is according to the Petty Cash Procedure.
  • Sending Monthly Petty Cash reports and bank slips to F & C Department on time.
  • Maintains accurate records of SOR's issued at Drilling Supply Base and drafts Call off Orders against existing contracts, whenever required.
  • Carries out minor local petty cash purchases required for Drilling Vung Tau Warehouse or urgent minor requirements from Lan Tay Platform.
  • Ensure that all Dangerous Goods transported by helicopter are packed in accordance with the appropriate regulations and the company procedure.
  • Arranges land transport for personnel as and when required
  • Participates in emergency drills at the Supply Base

Qualifications & Experience:


  • A minimum of two years’ experience in the role of customs clearance activities
  • Good command of the English Language, spoken, listening, reading and writing.
  • A university degree could be beneficial, however, it is not essential
  • IATA Dangerous Goods Handling Certificate

DRILLING MATERIALS COORDINATOR


Working location: Vung Tau Supply Base

Main Accountabilities and Responsibilities:

  • Coordinate, manage and document the arrival, storage and dispatch of equipment and material at the COMPANY’s supply base/yard.
  • Manage the handling, including lifting of equipment and Material to promote safe and efficient handling.
  • Manage the issuance of, and track, equipment and materials to support the drilling and completion operations, both to the Rig and to Third Service Company as may be necessary.
  • Ensure that all Dangerous Goods are packed and handled in accordance with appropriate IATA/IMDG regulations.
  • Maintain an up to date inventory of all equipment and material, including condition and location.
  • Assist the Logistics Supervisor in tracking cost of material and equipment issued/returned.
  • Assist and Support Logistics Supervisor, to whom the Materials Coordinator will be responsible, to facilitate efficient handling and storage of equipment and material to and from the Rig.
  • Will be required to work on an on call basis 24/7 as the operation requires.
  • Ensure all RN HSSE Policies and Procedures are followed at all times.

Qualifications & Experience:


  • 5-7 years of experience in logistics and material management in Oil & Gas Industry.
  • University Degree
  • Knowledgeable in regard to floating drilling and completion equipment, tools and services.
  • Good Maximo, MS Word, Excel, Power Point and Project skills
  • Fluent in written and verbal English
  • Must be physically fit for the work
  • Good interpersonal and communications skills

LOGISTICS OFFICER


Working location: Vung Tau Supply Base

Main Accountabilities and Responsibilities:

  • Coordinate all the activities of air, land and marine transportation in a professional manner complying with international rules, RN policy and Vietnam regulations
  • Ensure that RN’s Golden Rules of Safety and COW are observed at all times during operations at the Supply Base and that RN’s service providers are fully aware of these rules. This shall apply to all other Safety/HSE Policies and regulations existing within RN
  • Be responsible for Vessel operations formality. Ensure that all relevant arrangements are made for in-country vessels to enter the port, berth, load and discharge freely without delay
  • Be responsible for the inspection/check of all contractors lifting equipment including containers making sure they have all valid certificates and in good physical condition before loading onto vessel
  • Coordinate with relevant contractors, PTSC Base and people to arrange the vessel load in/out safely, timely and efficiently
  • Maintain statistical records for Vessels and Offshore Facilities, such as MGO consumption, vessel usage, voyage reports, daily reports. Produce monthly reports as required
  • Be responsible for MGO bunkering for supply boat
  • Be responsible for the Register of Lifting Equipment according to RN’s Lifting Equipment Manual. Maintain the Company Lifting Equipment Register up to date and that the procedures contained in the Lifting Equipment Manual are strictly adhered to.
  • Ensure that appropriate maintenance is carried out to all lifting equipment according to the guidelines of RN’s Lifting Equipment Manual
  • Maintain Passenger Database, plan flight schedules and book all flights required

  • Prepare import/export paperwork for Customs clearance formality
  • Arrange with Customs Agency for all import/export formality and Customs clearance for RN and contractors materials, vessel, rigs, barge ect.. on the time basic.
  • Makes thorough checks on all shipping documents and advises on any shortcomings at an early stage to avoid delays in clearance
  • Maintains contact with shippers overseas as necessary to ensure timely presentation of documents for import license preparation and customs clearance effectively
  • Coordinate with RN HCMC concerning imports and re-exports via RN HCMC Office
  • Organize and control the formality groups for the offshore clearance of rigs, platforms, barges, vessels etc. as may be required
  • Constantly review the import and re-export regulations into and out of Vietnam, update Company and Contractors on any changes, also update the guidelines accordingly

Qualifications & Experience:


  • 3 years of experience in logistics in Oil & Gas Industry.
  • Business or Technical college/university degree
  • Logistic management, Rigging and Slinging
  • Good Maximo, MS Word, Excel, Power Point and Project skills
  • Fluent in written and verbal English
  • Must be physically fit for the work
  • Good interpersonal and communications skills

DRILLING MATERIALS MAN


Working location: Offshore

Main Accountabilities and Responsibilities:

  • Physically receipt of all materials, equipment from supply base against outbound manifest and flight manifest, coding and store properly at the right places for drilling activities.
  • Co-ordinate with third party engineers to receive their materials/equipment, keep tracking and record of all incoming materials.
  • Co-ordinate with shore base logistics supervisor, marine co-ordinator, helicopter co-ordinator and materials-co-ordinator on materials/equipment enquiries, under LAH and drilling supervisor’s approval.
  • Prepare return materials, equipment to shore base, issue Inbound manifest and send to shore base attention upon vessel departure.
  • Day to day issue and keep tracks of materials/ equipment on board.
  • Ensure that all Dangerous Goods are packed and handled in accordance with appropriate IATA/IMDG regulations.
  • Day to day reconcile with shore base materials coordinator on materials movements, transactions.
  • Reconcile with drilling engineers and finance department on materials usage, transaction when required.
  • Carry out physical stock check at random, well ends or monthly as required by logistics supervisor and finance department, maintain all filling on both hard copies and soft copies for retrievable and audit purposes.
  • Manage the handling, including lifting of equipment and Material to promote safe and efficient handling.
  • Ensure all cargo receipts and returns are done in safe manner and comply strictly with HSE policy, guidance.
  • Ensure that Zero DAWFWC and LTI are followed and achieved.
Qualifications & Experience:

  • 7-10 years of experience in logistics and material management in Oil & Gas Industry, especially working on offshore MODU
  • University Degree
  • Knowledgeable in regard to drilling and completion equipment, tools and services.
  • Good MS Word, Excel, Power Point and Project skills
  • Fluent in written and verbal English
  • Must be physically fit for the work
  • Good interpersonal and communications skills
