PRINCIPAL ACCOUNTABILITIES

• To contact vendors/suppliers to obtain products or service information such as price, quality, availability, lead time, delivery schedule for prequalification of suppliers.
• To estimate total cost according to acquired market price, checking against previous purchases to determine procurement method: direct purchase, single source, or bid.
• To prepare and dispatch Request for Quotation (RFQ) or Invite to Bid (ITB) to prequalified vendors/suppliers in accordance with procurement method.
• To evaluate received quotations and recommend conclusions for selection of supplier by Procurement Authorization Form (PAF)
• To prepare Purchase Orders (PO) or Service Contracts and follow up for approvals.
• To coordinate with User/Contract Owner Departments and Suppliers to ensure procured goods or services are delivered timely and accurately.
• To discuss defective or unacceptable goods or services, if any, with User/Contract Owner Departments and Suppliers to determine source of problem and corrective actions.
• To maintain and analyse procurement records to identify reliable sources of suppliers and focus areas for continuous improving efficiency and effectiveness of procurement activities.

QUALIFICATIONS/SKILLS/EXPERIENCE

• University degree preferably in business administration or foreign trade. Some formal exposure in engineering or engineering related discipline will be preferred.
• Requires at least seven years of purchasing experience in multi-national companies, preferably in shipping or transportation industry. Of this at least three years would have been at a supervisory level.
• Must have a good understanding of procurement principles, commercial practices in foreign trade and international freight forwarding 3PL services.
• Must have good negotiation skills, effective oral and written communications skills in both Vietnamese and English
• Must have cost/benefit analysis skills, which involves a high degree of judgment and knowledge in analysing quotations and purchasing/bidding procedures. Excellent critical reasoning ability is required to solve a wide range of procurement problems. Able to apply statistical calculations and analysis of bids.
• The incumbent requires a very high degree of ethical standards.
