1 – Buyer
Specific Accountabilities:
- Working with stakeholders/end-user to build, manage and execute procurement plans and non-routine purchase requisitions;
- Coordinating with relevant disciplines to implement tender plan and issue Invitation to Bid (ITB), also perform verification during bidding, receiving and evaluating proposals from vendors
- Working directly with vendors to obtain competitive prices through negotiation and/or tendering activities
- Supporting operation personnel to organize bid clarification meeting with bidders during bidding stage and during contract execution
- Composing and negotiating contract terms and conditions with vendors/suppliers.
- Developing contracts utilizing existing templates and store all applicable committing documents as per Company guidelines;
- Utilizing Company’s procurement system to prepare and store contracts, generate outline agreements and manage purchase orders;
- Monitoring Procurement Status Report (PSR) and send to management on a bi weekly basis
- Coordinating directly with relevant disciplines to implement contract terms & conditions including delivery schedule, material tracking; payment, guarantee and warrantee…
- Coordinating and supporting expeditors in expediting the delivery of goods/services as per Purchase Orders
- Coordinating and supporting Logistics team in logistics and customs clearance activities.
- Cooperating and assisting QAQC and other relevant disciplines in goods inspections, goods receipt, technical support (vendor representatives) and problem solving (OS&D).
- Analyzing spends by category and by vendor when required
- Bachelor degree in Business Administration, Economic, or related areas;
- At least 3-5 year experience in the same position in oil & gas industries
- Comprehensive understanding of Vietnam Bidding Law
- Able to thrive in a high-stress and fast-paced environment
- Outstanding communication skills in both verbal and written.
Specific Accountabilities:
- Being a company focal point in communication with Vendor. Coordinating with commercial and technical team to respond to Vendor in timely manner to ensure that major milestones of Contract/ PO/SO are met”
- Liaising with Buyers to get a copy of signed Purchase Orders/Contracts and update them to the Expediting Report
- Ensuring that all purchase orders were received and acknowledged by vendors on a timely basis
- Be the focal contact point of the company to organize clarification/kick-off/negotiation meetings with vendors upon request from stakeholders
- Preparing weekly expediting plan/report and implementing this plan by working closely with vendors via emails, phone, meetings and site visits (if required)
- Liaising with vendors to ensure timely delivery of goods/services
- Monitoring status of all orders closely and proactively informing all related disciplines if there is any potential delivery delay of orders
- Coordinating with vendors and related parties (Procurement/maintenance team, QAQC, 3rd parties …) to perform site visit to witness the completion/readiness of orders (if required)
- Meeting and collaborating with related disciplines to assess reliability of vendors, and to identify solutions for ongoing problems.
- Coordinating with vendors and related parties (maintenance team/QAQC/logistics/store…) in receiving goods/services
- Working with related departments to address on discrepancies of orders (over, shortage & damaged)
- Performing administrative duties, and maintaining accurate records and files of activities
- Tracking and reporting key functional metrics to improve effectiveness
- Bachelor degree in Business Administration, Economic, or related areas
- 2+ year working experience in similar role in O & G industries
- Good knowledge of supplier management.
- Excellent computer skills
- Strong in communication and negotiation skills
- Demonstrated analytical, problem-solving, organizational and time-management skills.
- Ability to comply with company policies and procedures.
