1. Position Purpose
· Responsible for delivering all facets of recruiting successfully throughout the organization.
· Assist HRM to identify the staff training, planning and development needs, organizing and overseeing appropriate training.

2. Task Management
2.1 Recruitment
a. Primary Objectives

  • Develop and execute recruiting plans
  • Network through industry contacts, association memberships, trade groups and employees
  • Coordinate and implement college recruiting initiatives.
  • Administrative duties and recordkeeping.
b. Develop and Execute Recruiting Plans
  • Lead the creation of a recruiting and interviewing plan for each open position.
  • Efficiently and effectively fill open positions.
  • Conduct regular follow-up with relevant levels to determine the effectiveness of recruiting plans and implementation.
  • Develop a pool of qualified candidates in advance of need.
  • Research and recommend new sources for active and passive candidate recruiting.
· Maintain a database for each and every skill, keep track of the candidates for future follow ups
  • Build networks to find qualified passive candidates.
  • Post openings in newspaper advertisements, with professional organizations, and in other position appropriate venues.
  • Utilize the Internet for recruitment.

- Research new ways of using the Internet for recruitment.

c. Network through Industry Contacts, Association Memberships, Trade Groups and Employees
  • Locate and document where to find ideal candidates.
  • Aid public relations in establishing a recognizable “employer of choice” reputation for the company, both internally and externally.
  • Communicate with managers and employees regularly to establish rapport, gauge morale, and source new candidate leads.
  • Create contacts within industry.
  • Attend local professional meetings and membership development meetings if any.
  • Maintain regular contact with possible future candidates.
2.2. Training and development
  • Assist HRM in Identifying training and development needs within an organization through job analysis, appraisal schemes and regular consultation with line managers and human resources departments;
  • Designing and expanding training and development programmes based on both the organisation's and the individual's needs;
  • Working in a team to produce programmes that are satisfactory to all relevant parties in an organisation, such as line managers, accountants and senior managers at board level;
  • Developing effective induction programmes;
  • Conducting appraisals;
  • Producing training materials for in-house courses;
  • Managing the delivery of training and development programmes.
  • Monitoring and reviewing the progress of trainees through questionnaires and discussions with managers;
  • Ensuring that statutory training requirements are met;
  • Evaluating training and development programmes;
  • Amending and revising programmes as necessary, in order to adapt to changes occurring in the work environment;
  • Support line managers and trainers to solve specific training problems, either on a one-to-one basis or in groups;
  • Keeping up to date with developments in training by reading relevant journals
3. Employee relations
- To ensure all employment policies/ processes are readily accessible, communicated and understood by employees.
- To ensure that the grievance handling and disciplinary processing are carried out in line with the company’s policies and Labour code and legal requirements.
- Be responsible for conducting job satisfaction surveys regularly, report on the result and recommend remediate action when necessary.
- Assist and conduct exit interview to identify problems and propose solutions to prevent job leaving due to dissatisfaction.
- Coordinate with related department to apply the work permit, visa, and residence card for Expatriates
- Cooperate with related department to produce Employee of the Month Program, recognition and reward program of each month.
- Update the handbook/working regulation to ensure that the workforce is aware of company’s policies
- Be in charge of preparing weekly/ monthly manpower report, Resignation report, exist interview report and others as per requested.
- Monitor an employee activity schedule to organize collective activities for employees.
- Strengthen employee relations at all levels of company via intensive activities events
