Purpose of the position
  • To ensure a safe work place and provide functional leadership to the country ‘s Managing Director / Country Head and SHEQ Team;
  • To work together with the Regional SHEQ Head to provide functional leadership to the country SHEQ Team;
  • To give guidance to the Managing Director / Country Head in ensuring compliance with legislation, group standards and policies;
  • To provide leadership in continuous improvement by ensuring that ISO 9001 Quality Management systems and ISO14001 Environment Management systems are established, implemented and maintained in all identified sites, and developed programs for improvement as required by standards;
  • To lead and support the various site and plant locations on Safety, health, environment, quality and Security;
  • Ensures that the safety strategy is applied consistently across the country; ensures delivery of country Safety Implementation Plan (SSIP);
  • Drives the development and improvement of processes and systems to achieve a sustainable SHEQ performance;
  • Ensures compliance with legislation, Group standards and policies.
  • Principal responsibilities
  • Contributes by facilitating the delivery of goals of the SHEQ function in the region and making sure they are achieved alongside the business objectives.
  • Contributes through his country team; facilitating, guiding, and developing them to contribute by eliminating SHEQ related barriers to business performance.
  • Provide SHEQ leadership and strategic directions to the Country SHEQ organisation.
  • Develop a SHEQ strategy that is aligned to both business strategies and initiatives and to the broader corporate SHEQ strategy.
  • Continues to roll out behavioral safety program and ensure its sustainability within the country.
  • Works closely with operations, distribution and customer engineering services to ensure effective and smooth application of key safety priorities on the agenda.
  • Ensure that safety performance of the country is measured and evaluated using common tools in line with regional SHEQ reporting requirements.
  • Develops and improves SHEQ standards by adopting and implementing best operating practices.
  • Identifies areas for improvement and work with management teams to ensure that sustainable plans are in place.
  • Ensures processes and resources are deployed for business hazard and risk identification and for assessment and control of processes to mitigate risks.
  • To work with the businesses following incidents to find the root causes and help them develop and implement appropriate action plans with effective CAPAs.
  • Ensures that systems and standards are introduced on all new plants and acquisitions as well as joint ventures.
  • Works closely with the Managing Director / Country Head and Regional SHEQ team to provide the country perspective and leverage of the best operating practices globally.
  • Provides leadership on security issues across the country and provides guidelines for travel as and when needed.
  • Identifies related risks that may block delivery of business goals and ensures country management team implements plan to manage these risks.
  • Provides training and support on the critical areas like EMOC, HAZOP, PSR and risk assessment
  • Ensures that the SHEQ goals and objectives, as well as safety implementation plans are widely communicated and understood.
  • Plans and delivers Audit plan including Engineering and focused audit for the country.
  • Ensures that the SHEQ function provides expertise and tools to enable the business to comply with all legislative and Linde Group requirements.

STRATEGY IMPLEMENTATION
  • Supports the Managing Director / Country Head in the implementation of Country SHEQ strategy and Safety Implementation Plans (SIP) by ensuring aligned local SHEQ initiatives.
  • Develops local plans, programmes and performance measures with the Managing Director / Country Head with the country management team to implement and monitor performance aligned with regional processes.
  • Identify related environment risks barriers that may block the delivery of business goals and ensure that Country Management Team implements plans to manage these risks.

COMPLIANCE LEADERSHIP
  • Proactively influence and ensure compliance with the Group and related local legal requirements of the in-country operations processes and site/facilities.
  • Ensures compliance with Quality Management Systems and Environmental Management Systems in line with market and customer requirements.
  • Implements and continuously review IMSS for all the operational processes, management systems, and customer-related processes.
  • Ensures that actual and potential hazards are identified and appropriate control measures are taken.
  • Ensures that near misses, incidents, accidents are reported and fully investigated.
  • Ensures that SHEQ implications are adequately considered in all changes (e.g. acquisitions, new engineering projects. etc.).
  • In an extreme condition, this role has the authority to stop processes with immediate safety risk until appropriate mitigating safety action is taken.
CAPABILITY DEVELOPMENT
  • Continuously reviews and develops the competency of SHEQ team to cope with changes.
  • Identifies training needs, design and deliver necessary SHEQ trainings to the Operations, SHEQ teams and the rest to ensure safe operations.
  • Introduces and implements Behavioural Change Programme.
  • Implements and continuously reviews the Traccess and CBT implementation plan for all the operational process, management systems, and customer-related process.
COMMUNICATION
  • Ensures that lessons from losses and near-misses from in-country are circulated to local sites and review by the in-country management team so that corrective actions are taken.
  • Ensures that RBU SHEQ goals and objectives as well as Safety Implementation Plans are widely communicated and understood by the in-country senior management team as well as the local SHE Team.
  • Ensures reporting of progress on O&EDs, MIRs, SIFs, leading and lagging statistics, environmental reporting, and health exposure and safety implementation plans – in line with regional requirements.
  • Builds partnership with external bodies (e.g. government organizations, certification bodies, etc.) to stay abreast with related updates, alerts, news and legislations and ensures communication of the same in the BU organisation (both regional and local).
  • Builds partnership with the Business Managers and ensure that safety processes are in place in introducing new products to customers (NPI program).
Key interfaces
  • Works closely with the Country Management Team, Regional SHEQ Director; in country SHEQ officers in various locations within the country, Operations, Distribution teams’ external organisations including industry and legislative bodies.
  • Operations Manager, Business Managers, Supply Manager, Marketing Manager, CSC Manager, Financial Planning Manager for Internal External and government agencies.
  • With customers as required.

Required key skills (functional/technical)
  • Highly credible at a senior level, passion towards work, self-motivated and analytical individual. Exceptional interpersonal change management, training, coaching and mentoring skills.
  • Sufficient working experiences in Safety, Operational or Engineering discipline; EHS Qualified.
  • Substantial evidence of successful SHEQ management experience.
  • Application of SHEQ concepts and policies evident in previous roles.
  • Strong communications skills, organisational awareness and the ability to influence senior business executives in a multi-cultural environment.
  • Proven track record in developing and implementing safety programmes and against stretch performance targets.
  • Proven team leadership skills, ability to influence the in country organisations.
  • Risk Management experience and involvement in risk assessments and audits.
  • Experience of operating at a senior level within a business unit. Proven ability to advise the best business direction without compromising the SHEQ requirements and highlight opportunities to utilise SHEQ for business gain.
  • Strong problem-solving capability.
  • To work effectively within both direct line and matrix reporting structures.
  • Possess wide range of SHEQ related technical skills, including HAZOP, all aspects of risk assessment and accident investigation.
  • Required qualifications/experience
  • Degree level, ideally in Mechanical, Chemical Engineering or Process Engineering.
  • At least 8+years working in operational or engineering role/s.
