Minimum requirements:
- High school diploma and recognized qualification
- 5 years related experience in the oil/petrochemical industry.
- Thorough knowledge of company loss management, environmental, health and safety procedures, risk Assessment/JRA
- Experience with personnel training and competence assurance.
- Thorough knowledge of Company policies and procedures as well as industry and regulatory codes relating to the function.
- Proficient in English both written and oral.
- Effective communication skills (written, oral and computer).
- Preparation of corrective/preventative actions
- Understand and Promote HSES policy and systems.
- Coordinate PVT HSES leadership visit program and ensure visit notes are produced.
- Work closely with onshore and offshore teams where Management of Change results in changes in operational practices.
- Contribute to HAZID/HIRA as appropriate
- Assist in the development and implementation of a plan for attaining ISO / OHSAS certification.
- Coordinate with HSE offshore and POVO HSE to ensure the annual safety plan being carried out effectively.
- Set and monitor goals for the offshore safety officers
- Ensure that the Chim Sao HSE procedures are rolled out to the offshore personnel and personnel gain competency in their application.
- Ensure the O&M Contractor’s offshore safety representatives are effective, motivated and supported, including mentoring and coaching.
- Ensure that all offshore personnel understand their right to stop the work if they believe it is not being carried out safely.
- Manage offshore HSE and medics
- Ensure effective HSE induction is provided on shore before ‘new personnel’ and contractors go offshore.
- Assist in review and ongoing development of Chim Sao HSE procedures.
- Participate as required in incident investigations and casual analysis
- Ensure that incident investigations and resulting actions performed by offshore are of high quality and that root causes have been correctly identified and appropriate ‘SMART’ actions have been proposed.
- Ensure formal reporting of relevant statistical indicators and highlight any specific issues indicated that may imply that an aspect of HSE is especially effective or ineffective. The Operation HSE Advisor will participate in daily and monthly meetings as appropriate.
- Develop a plan with offshore safety advisors to audit the application and effectiveness of HSE procedures and compliance.
